    What the Community Charter on Data and AI asks of you

    In July 2025 the Liverpool City Region published a Community Charter on Data and AI. It is unusual for one reason. The public wrote it.

    A Residents' Assembly of 59 people from across the city region set the principles, hosted by the LCR Civic Data Cooperative and Civic Health Innovation Labs at the University of Liverpool. Organisations that commit to it agree to apply it when they approve and set up large data and AI projects.

    The principles cover benefit, security, accountability, transparency, inclusivity, privacy, legal compliance, clear identification of AI, strong governance, and independent oversight.

    The charter's scope is public data and public sector projects. If you run a charity or a business here, it does not bind you. It is still the clearest statement available of what local people expect, and funders and commissioners read it. The same conversation continues at the city region's AI Summit on 27 October 2026.

    In practice that means being able to answer six questions about any AI you use. What is it for. Who is accountable. What data does it touch. How would someone know AI was involved. Who reviews it. What happens when it gets something wrong.

    Most organisations cannot answer those today. That is the work we do, and it is the same work whether or not you ever sign the charter.

    We are based near Warrington and work across the Liverpool City Region. We are not a signatory to the charter and we have no role in it.

    Who we work with in the Liverpool City Region

    The organisations that come to us in the city region tend to share one thing: somebody else is watching. A funder wants to know how beneficiary data is handled. A board wants a policy before staff go further with the tools they are already using. A partnership wants every member to follow the same rules about shared data. Responsible AI is not an abstract principle for them. It is a condition of keeping the funding, the contract or the trust.

    We work with:

    • Charities and voluntary organisations, from city-wide infrastructure bodies to neighbourhood groups in the six boroughs
    • Public sector teams, including those working within partnerships and data-sharing agreements
    • SMEs in the maritime, logistics, professional services and health-adjacent sectors that handle sensitive data
    • Trustees, chairs and chief executives who will be the ones signing the policy

    How an engagement runs

    Every city-region engagement opens with a free 30-minute discovery call, online, with no preparation needed. Where it makes sense, a one-day scoping workshop follows, on site or remote, and you receive a written findings report to keep.

    The report is where most organisations pause and decide. Anything commissioned after it is fixed price, agreed in writing, and governed from the outset. When the honest answer is that a task does not need AI, we write that down too.

    How we cover the Liverpool City Region

    Insightful AI is based in Higher Whitley, near Warrington, and nowhere else. We have no Liverpool address, no city-region staff and no local partner arrangement, and we do not claim any. Liverpool is one train stop away, and Wirral, Sefton, Knowsley, St Helens and Halton are all a short drive, so being on site is straightforward.

    The discovery call happens online. Workshops and training are delivered on site or remote. The written findings, the governance documentation and any build work are produced from our base, and we can present them in person if that is what your board needs.

    Frequently asked questions

    Are you a Liverpool firm?
    No, and we do not pretend to be. We are based in Higher Whitley, near Warrington, one stop along the line. We have no Liverpool premises or staff. We deliver workshops and training on site anywhere in the city region, or remotely.
    We have been asked to sign up to responsible AI principles. What does that involve in practice?
    A written policy your board has approved, a record of which uses of AI you have assessed and on what basis, named people responsible for oversight, and a way to show all of that to a funder or regulator on request. We help you produce each of those, not just the policy.

    Our data is shared with other organisations. Does that change the governance work?
    Yes. Shared data needs agreed purposes, a lawful basis on each side, and clear limits on what any AI tool may do with it. We document those limits as part of the assessment, so each partner can see what was agreed.
    What does a first engagement cost for a small charity in the city region?
    The discovery call is free. A one-day scoping workshop with the written report is £1,500 ex VAT. Charity training is priced per course, with each price published on the course page. You decide what, if anything, comes after that.

    Will you sell us software?
    No. We are independent. We do not resell platforms or earn referral fees, and when an off-the-shelf tool is the right answer we will name it and step back.
    Do you cover Cheshire and Greater Manchester as well?
    Yes. Both are covered from the same Warrington office, along with Lancashire. The Warrington page carries our full address and company details.
